Meta Ads Cost in Dubai (2026): CPM, CPC and Cost Per Lead by Industry

Facebook and Instagram ads in Dubai cost more than almost anywhere else in the region: in 2026 a typical CPM (cost per 1,000 impressions) sits between AED 20 and AED 60, a click costs AED 1.50 to AED 8, and a lead costs AED 30 to AED 400 depending on the industry and how the campaign is built. The UAE has one of the highest Meta ad densities per capita in the world, the audience is wealthy, and most accounts are targeted too broadly, which pushes prices up for everyone. Below are the benchmarks I see across the Meta ad accounts I manage and audit, industry by industry, and the handful of decisions that move your cost per lead more than any bidding trick.

Meta Ads benchmarks in Dubai and the UAE (2026)

These ranges come from campaigns I run or have audited in the UAE over the past year. They assume conversion tracking is set up correctly; accounts without the pixel or Conversions API usually report costs that are both higher and wrong.

  • CPM (cost per 1,000 impressions): AED 20 to AED 60 for conversion campaigns. Awareness and reach campaigns run cheaper, AED 8 to AED 20, but they are not where leads come from. Ramadan, the Dubai Shopping Festival period and November sales push CPMs 30 to 60% higher.
  • CPC (cost per link click): AED 1.50 to AED 8. Real estate and finance sit at the top; e-commerce and lifestyle at the bottom.
  • CTR (click-through rate): 0.8% to 2% is normal for cold audiences on Facebook and Instagram feeds. Under 0.6% means the creative or the audience is wrong, not the budget.
  • Cost per lead (instant forms): AED 30 to AED 120 for most consumer services; lead quality is lower than website forms because the form pre-fills.
  • Cost per lead (website or WhatsApp): AED 50 to AED 250. Higher cost, but these leads reply and show up.

Cost per lead by industry

  • Real estate (off-plan and secondary): AED 40 to AED 150 per instant-form lead; AED 80 to AED 250 per qualified WhatsApp or website lead. Expect 20 to 40% of form leads to be unreachable unless you qualify in the form itself. My real estate lead generation case study shows how qualifying forms cut cost per lead by 35%.
  • Clinics, dental and aesthetics: AED 50 to AED 180 per consultation request. Meta’s health advertising rules limit targeting and copy, so creative does the work here.
  • Home services and interiors: AED 30 to AED 100 per lead. Instagram performs well because the work is visual.
  • Education, training and coaching: AED 40 to AED 150 per lead; lower during intake seasons when demand is high, higher when it is not.
  • E-commerce: judged on cost per purchase and ROAS rather than cost per lead. AED 60 to AED 250 per purchase and a ROAS of 2x to 4x is typical for UAE stores with an average order above AED 200; below that, Meta becomes hard to make profitable.
  • B2B and professional services: AED 120 to AED 400 per lead. Meta works for B2B in the UAE when the offer is specific (a free audit, a pricing guide), not when it asks for a meeting cold.

How much budget you need

Meta’s delivery system needs roughly 50 conversions per ad set per week to optimise properly. At AED 80 per lead that is AED 4,000 a week for a single ad set, which almost no small business spends. In practice:

  • AED 3,000 to AED 5,000 per month: the realistic minimum for a single-market lead campaign. One campaign, one or two ad sets, three to five creatives. Expect 30 to 80 leads a month depending on industry.
  • AED 5,000 to AED 15,000 per month: room to test audiences and creatives properly, run retargeting, and split English and Arabic. Cost per lead usually drops 20 to 35% at this level because testing finds winners faster.
  • AED 15,000+ per month: multi-market (Dubai, Abu Dhabi, Saudi), multiple offers, and the volume to run Advantage+ campaigns efficiently.

These figures are media spend paid to Meta. Management is a separate fixed monthly fee; I quote mine after a free audit, and I never take a percentage of ad spend because it rewards spending more, not spending better.

Why Meta ads cost more in Dubai than you expected

  1. Audience density. Dubai has roughly 3.7 million people and tens of thousands of advertisers competing for the same 25-to-54 professionals. Auction pressure, not Meta’s pricing, sets the CPM.
  2. Everyone targets the same interests. “Luxury real estate”, “business owners”, “fitness” are the first interests every advertiser picks. Broad targeting with strong creative is now cheaper than stacked interests in most UAE accounts.
  3. Seasonality. Ramadan evenings, Eid, back to school, the Dubai Shopping Festival and the Black Friday to New Year window all raise CPMs. Plan budgets around them rather than fighting them.
  4. Language mismatch. An English ad served to an Arabic-first user wastes the impression. Separate ad sets by language with native copy typically lower cost per lead by 15 to 30%.
  5. Weak tracking. Without the Conversions API, Meta sees fewer of your leads, optimises on partial data and charges you more per result. Fixing tracking is the cheapest cost-per-lead improvement there is.

Six changes that lower cost per lead on Meta

  1. Fix the measurement first. Pixel plus Conversions API, lead events deduplicated, and lead quality fed back through offline conversions or the CRM. Meta optimises for what it can see.
  2. Change the offer before the audience. “Book a consultation” costs three times more than “Get the price list” or “See available units”. A lower-commitment first step with WhatsApp follow-up converts more and cheaper.
  3. Make creative do the targeting. Show the location, the price band and the customer type in the first three seconds. The wrong people scroll past, which is exactly what you want.
  4. Qualify inside the form or the WhatsApp flow. Two qualifying questions raise cost per lead by 20% and cut unqualified leads by half. Cost per qualified lead falls.
  5. Reply within a minute. A lead answered in sixty seconds converts several times better than one answered the next morning. Automated WhatsApp replies and booking links make this possible at any hour.
  6. Retarget with proof, not repetition. Reviews, project photos, before-and-after results and short client clips to people who visited but did not enquire. Retargeting leads routinely cost 40 to 60% less than cold leads.

Meta Ads vs Google Ads cost in Dubai

Google Ads costs more per click in Dubai (AED 4 to AED 60) but captures people already searching for what you sell, so cost per qualified lead is often similar or lower for high-intent services. Meta costs less per click and reaches people who were not searching, which makes it the better channel for visual products, lifestyle services, off-plan launches and anything that needs demand creating rather than capturing. I published the Google side of this comparison in Google Ads cost per lead in Dubai. Most businesses I work with end up running both: Google for the people searching this week, Meta for the pipeline behind them. What I charge for Meta Ads management

As a social media marketing freelancer in Dubai I run Facebook and Instagram campaigns for a fixed monthly management fee, with a recommended media budget from AED 3,000 per month. The fee covers strategy, creative direction, campaign build, English and Arabic ad copy, landing page or WhatsApp flow setup, Conversions API tracking, weekly optimisation and a monthly report tied to cost per lead and revenue, not reach. There is no long-term contract. If you already run Meta ads, send me access and I will tell you within 48 hours where the cost per lead is leaking and what I would change first.

Frequently asked questions

How much do Facebook ads cost in Dubai?

In 2026 Facebook and Instagram ads in Dubai cost AED 20 to AED 60 per 1,000 impressions and AED 1.50 to AED 8 per click for conversion campaigns. Cost per lead ranges from AED 30 for home services to AED 400 for B2B, with most consumer services between AED 50 and AED 180.

What is the minimum budget for Meta ads in Dubai?

AED 3,000 to AED 5,000 per month in media spend is the realistic minimum for a lead campaign in one market. Below that, Meta cannot gather enough conversions to optimise and cost per lead stays high.

Are Instagram ads more expensive than Facebook ads in the UAE?

Instagram placements usually have a slightly higher CPM but a similar or lower cost per lead for visual businesses such as interiors, clinics, fashion and real estate. Running both placements with Advantage+ placements lets Meta pick the cheaper result.

What is a good cost per lead for real estate on Meta in Dubai?

AED 40 to AED 150 for instant-form leads and AED 80 to AED 250 for qualified WhatsApp or website leads. The qualified lead is almost always the better deal once you account for unreachable form submissions.

Why did my Meta ad costs go up suddenly?

The usual causes are seasonal auction pressure (Ramadan, Black Friday, DSF), creative fatigue after two to three weeks, an audience that has been exhausted, or a tracking break that stops Meta seeing your conversions. Check tracking and creative age before touching the budget.

Should I run ads in Arabic as well as English in Dubai?

Yes, for most consumer services. Separate ad sets with native Arabic copy and creative typically reduce cost per lead by 15 to 30% and reach a large part of the UAE audience that English-only campaigns miss.

How do Meta ads management fees work?

Freelancers and agencies charge either a fixed monthly fee or a percentage of ad spend, typically 10 to 20%. A fixed fee aligned to cost per lead is fairer to the advertiser because it does not reward spending more.
